Permission was refused by LB Richmond for conversion of a property to two flats, close to Twickenham Stadium. The Council were seeking an affordable housing contribution for the new flats, despite the ruling of the Court of Appeal in West Berkshire. We appealed to the Inspectorate, and in a decision reported in the national planning press it was confirmed that the Council's insistence on such contributions was unreasonable. Costs were awarded against the Council.
